Exhaust Gas Recirculation. Duty Cycle

Hi car running poorly despite new turbo

1.9 PD BXE Octavia 2

Took attached log tonight at max.  accel. 

JPEG shows graph

Thinking it looks OK but not really sure what ideal should be like so would value your thoughts.

Recirc. duty cycle has got me confused though - I get it that it should be high during max. accel. It was high - totally constant at 95.5% but I would have thought it should have been 100%. Again your thoughts and experience appreciated.

Could this cause poor running?

Have just bought (Legit) HEX + CAN VCDS so I am new to all this
